The honest answer for a US seller is that the question is framed incorrectly. Whether a compound is safe for a given use is a matter for qualified researchers and regulators. What falls squarely within a US seller's responsibility is whether the documentation supporting that compound is adequate for US import, whether it creates regulatory exposure for the seller under US law, and whether the paper trail behind the product can survive a CBP inspection or an FDA inquiry.

This article covers what is different about Chinese-origin peptides from a documentation and seller-regulatory-exposure standpoint. Why Chinese manufacturers dominate the peptide supply chain

The concentration of peptide manufacturing in China is not disputed as an industry observation. The specific market share figures vary and are not confirmed in the evidence base for this article, so the exact percentage should be treated as requiring operator confirmation. What is well established is that Chinese manufacturers produce peptides at scale, with cost structures that most US and EU manufacturers cannot match, and with synthesis capabilities that have improved significantly over the past decade.

For US operators, the practical effect is that sourcing from China is often not a choice between Chinese and domestic manufacturing. It is a question of which Chinese manufacturer to work with. That makes the documentation differences between Chinese and US or EU manufacturing standards a first-order operational issue, not an abstract compliance question.

GMP certification: what Chinese certification means for a US seller

Good Manufacturing Practice certification is the first document a US operator should examine when evaluating a Chinese peptide manufacturer. The relevant Chinese body is the National Medical Products Administration (NMPA), which replaced the China Food and Drug Administration in 2018. Chinese GMP certification under NMPA standards indicates that a facility has been inspected and meets Chinese regulatory requirements. It does not indicate that the facility meets FDA requirements under 21 CFR Part 211, which governs finished pharmaceutical manufacturing in the US.

The distinction matters for US sellers because the standard a manufacturer meets determines what documentation that manufacturer can legitimately produce and what claims that documentation can support.

Two specific gaps are worth examining.

First, the current scope of the GMP certificate. Chinese GMP certificates, like their US counterparts, are issued for a defined scope: a specific facility, a specific product category, and a specific production process. A certificate that covers pharmaceutical manufacturing does not automatically cover bulk active pharmaceutical ingredient (API) synthesis or peptide manufacturing. A US operator sourcing a specific peptide compound should verify that the GMP certificate's stated scope explicitly covers the manufacture of that compound, not just the facility's general pharmaceutical operations. This requires reading the scope section of the certificate, not just confirming that a certificate exists.

Second, the inspection frequency and rigor. NMPA inspections occur on a schedule and are conducted by Chinese regulators. FDA inspections of foreign facilities are less frequent and have historically faced access limitations. A facility that holds a current NMPA certificate has passed a Chinese inspection; it has not necessarily been evaluated against FDA standards for the specific product a US seller intends to import. US operators cannot rely on NMPA certification alone as proof that a facility meets the documentation and quality control standards FDA would apply.

For practical purposes, a US seller should request the GMP certificate, read the scope section to confirm it covers the specific compound being sourced, check the certificate expiration date, and ask the supplier directly whether any third-party audits have been conducted against FDA or EU GMP standards.

COA format differences and the intended use gap

The Certificate of Analysis (COA) is the document that travels with a peptide shipment and records the testing performed on that lot. Chinese supplier COAs commonly include purity by HPLC, molecular formula, appearance, and moisture content. Those are the parameters a Chinese manufacturer is expected to document for domestic regulatory purposes.

What Chinese COAs frequently omit creates a specific problem for US sellers.

The first gap is the intended use statement. Under 21 CFR 201.128, the FDA evaluates a product's intended use based on the totality of evidence available, including labeling, promotional materials, the seller's website, and customer communications. The supplier's documentation is part of that evidence. A COA that contains no intended use statement does not protect a seller; it simply shifts the burden of establishing intent to the seller's own communications.

For a US operator selling peptides as research-use-only (RUO) compounds, the absence of an intended use declaration on the supplier COA means the seller's own website, catalog language, and email marketing become the primary documentation establishing what the product is sold for. If any of those communications use language that implies a drug use, the seller has created exposure that the supplier's documentation does not mitigate.

The second gap is method citations. US laboratory COAs typically cite the analytical method used (USP, EP, or an internally validated method) and the acceptance criterion for each test. Chinese COAs frequently report results without method citations, making it difficult to verify that the testing methodology meets any recognized standard. For a US operator building a documentation file, a COA without method citations is an incomplete record.

A US importer receiving a shipment detained under an import alert has the burden of demonstrating that the shipment is compliant before it will be released. Adequate COA documentation, clear labeling, and proper classification are the primary tools for avoiding or resolving detention.

The second is CBP entry requirements. Commercial imports require accurate Harmonized Tariff Schedule classification, proper invoicing that accurately describes the product, and for FDA-regulated products, advance notice under the FDA Prior Notice program if the product is classified as a food or dietary supplement. This means that the FDA does not need to find an explicit drug claim in a COA or label to conclude that a product is being marketed as a drug. Evidence of intended use can come from the seller's website, testimonials published or endorsed by the seller, social media posts, or statements made in customer communications.

For a US seller who sources from a Chinese manufacturer whose COA contains no intended use statement, the seller's own documentation and communications are the primary record of what the product is sold for. If that documentation is not carefully controlled to reflect a research-use-only or other compliant framing, the seller has created drug-marketing exposure without any corresponding benefit from the supplier's documentation.

The adequate documentation position for a US seller sourcing from China looks like this: the supplier COA includes an intended use statement consistent with RUO framing; the seller's own website and catalog use language that does not imply drug use; and the seller maintains a documentation file connecting each lot to its COA, testing records, and intended use declarations. The absence of any of these elements does not just create a gap in the compliance record. It creates affirmative exposure, because other evidence of intent will be read into the gap.

What China-specific due diligence looks like

First, verify the NMPA registration scope, not just GMP certificate existence. If a supplier agrees to include an intended use statement on the COA, that statement travels with the product and is part of the import documentation file.
